The enemy is strategically blind. Is the best strategy given this blindness to lure the enemy into self destruction? To encourage them in their error?
War consists of preservation of one's own forces, and capture or destruction of enemy resources & forces. The MIM has definitively survived a series of hard strikes and learned tough lessons. Should our objective be to lure the U.S. imperialists into further misadventures and defeats? It's a target rich environment with mistakes to be made in Iran, Korea, China and Russa, also Venezuela and Argentina.
When in doubt we must preserve our own forces, first. When we know our own forces are safe then we should attack strategically by encouraging the enemy's confusion. This is what the Art Ministry means by "disinformation". Hey imperialists, go wage an oil war!
Tactically, we know that a series of low risk attacks over a long time will eventually lead to victory, thus Maoism is a protracted struggle. Strategically, the quantum catalyst is to lure the enemy into mistakes. The tactical approach alone will work, but combined with the strategic approch it will work quicker.
