TEXT TO SPEECH ENGINES, camstudio, moviemaker, imovie

Microsoft makes various text to speech engines. They definitely have one for Spanish and Russian. They may (or may not) have one for tagalog.

Yes, I mostly used moviemaker. iMovie works well too.

Yes, you want to overload your viewers visual and auditory channels with the same message. Text alone is better than nothing, text with music even better text with music with words best of all.
