Those videos are usually either sadistic slapstick or porn and at times both. They are almost invariably 30 seconds to at the very most 120 seconds.
Your Minister is thinking about how to get one image sequence out there. Probably the best way is to hijack something from one of the obscure scouting video sites, edit it quick and dirty and then upload to google or youtube.

But what soundtrack and what subtitles... probably a congress resolution. Some popular song so that goes into the tag list too. Maybe something like oppose patriarchy or imperialism kills as a base message.
